Syr’Nj didn’t learn everything she knows about politics from books.

It seems to suggest that Naror’s neck is way long and narrow, more than in the other panels, with a much baggier shirt and/or hunched back, and no beard, and I can’t see any other way to interpret it that makes any more sense.
