Actually, in a true Democracy, there is no rule of law, only the whim of the mob. That is why we live in Republics! And, yes, public opinion does indeed matter, even in tyrannies. Mobs are incredibly unpredictable and dangerous. As an officer who has to enforce rules on dangerous people who overwhelmingly outnumber me and my colleagues, I can attest to that.

They better care, because in a place where The Rule of Law is probably just the name of a cheap dive bar, those civilians are a lot more likely to notice that they outnumber the City Watch by a factor of Hrair to 1.
