The problem with positing conviction as the source of their power is that conviction is a very personal thing. Frigg’s and Rachel’s experience come from without. In Frigg’s case, much of it is beyond her control and speaking to her as its own entity; Rachel understands and wields it very much in a religious fashion.

Of course, the problem here is that we thus have some sort of Divine Power willing to be used for horrible, unethical purposes. But then, that would go back to how Frigg’s god (I use the possessive form very loosely) demands that where justice fails, punish justice itself. Maybe that’s the very point of Frigg being chosen by this power.
