I think the prevailing theory is that Bandit is a non-tanked player character.

Chapter 17 page 22 shows Bandit catching Auraugu stealing Graiya’s bough. Gravedust showed up shortly thereafter.

Chapter 19 page 19 shows HR upset that a non-embedded player discovered the theft. He was also upset that the wrong agent of the Savage races was sent to commit the theft.

The most obvious conclusion is that Bandit is the PC who discovered the theft.
