Sepia World is not devoid of color. It’s just that sepia was the only color that existed, until the tanks and the tie. ;)

If you want a laugh, go back to where Ferris sees the tanks, and imagine that he’s seeing colors other than sepia for the first time.

H.R.’s real plan is to siphon colors out of the tanks, and sell it all over Sepia World. His colorful tie is just a result of his carelessness, when leaning over the tanks to scoop out samples. He can’t let The Five out of their tanks. That would be like killing the goose that laid the golden egg, because The Five are excreting colors that they see in Arkerra. xD

Actually, I’m curious if Best’s Player is known to be MIA – he’s not on any screen. maybe they chose not to draw it, or it’s on another tab, but part of me wants to think it’s because the body died and has been dumped and been found…
