I’m hoping he’s actually suggesting cooperation and full partnership here, and his slimy nature is just making it sound like nasty business, but I’d not hold out hope.

That is the true test of any alliance gathered for noble purposes- how do they react in victory to the losers. And make no mistake- the World’s Rebellion is allied for Noble Cause, though not all may have noble ideals.
