It used to be 10 hot dogs and 8 buns, but then they started also making 8 packs of longer, bun-length hot dogs and 10 packs of shorter, hot dog length buns. So, now it’s possible to have the opposite problem, depending on what your grocery store has in stock.

I think the actual reason for the difference in number could be that they want you to always have extra hot dogs or buns, so you’ll have to buy more, to not let the extras go to waste. If you ran out of both, you might forget to put them on your grocery list, when you’re checking to see what you need.
