TBH, at this point in the plot I fully expected Ferris to either get away and tell someone, or to get in on the whole tube people thing, and join “team basement” because he’s such a fan of HR, and because Carol knows he is and wanted to reward him anyway.

“and then goes to Carol, offering to entrap Shanna in exchange for his old job.”

It could have been a twist full of tension and drama, but adding another threat to Shanna may have made it more risky for the authors to paint themselves in a corner.
Big moustache guy, who was already a formidable and relentless threat, may have become unstoppable if he could have used Ferris as a goat to lure Shanna to a place of his choosing.
Sometimes simplicity is both safer and good enough.
