i think the implication here is that the gastonian council is just going to throw a whole bunch of money at the races represented on the left. everyone has their price and the council wants to know what that price is. and they probably dont care if it is a lot or a little.

I saw it as just Wood Elves. The two wood elves now in the group, specifically. The mechanical parts are her specialty(SCIENCE) and her friend the scribe has the scrolls.
