I thought everything indicated that they’re in Gnometown up until the third panel of this page. The phrasing made it seem like Tobias would just have to run down a few streets to get to the Adventurers’ Guild, which wouldn’t be the case if they were in Gnometown. And then I started seeing how everything else could be interpreted differently. Like, maybe Watcher doesn’t need to actually be in Gnometown to keep an eye on it, if she’s got a scrying device. And maybe Kepfer is just referring to the gnomes currently living in Gastonia.
On the other hand, I’m pretty damn sure they were in Gnometown when Dean Reynolds first gave them their assignment, and I see no reason why he would’ve relocated to Gastonia in the meantime.
Oh well, it’s probably going to become clear soon enough.
I always thought Gnometown was a small part of the Gastonian capital, like a medieval Chinatown, but for gnomes. Seems quite reasonable that the Adventurers’ Guild would be within running distance.

She’s operating on her own, or has some degree of autonomy. I think it was previously established that Bandit the game character, and all the other characters who are involved closely with the Five, have had some semblance of sentience (for lack of a better word) rub off on them.
And she’s one of the best there is in causing trouble!
