Annunziata is simply a racist. He’s petty. We may hate him for being a bigot, but he’s nothing more than that.
And, in the end, everyone’s just tired of someone in a position of power and influence who doesn’t deserve nor wields it with effect.

Remember the scene in Pirates of the Carribean: At World’s End, when Pirate lord Sumbhajee doesn’t say anything and has his representatives speak for him, and then at the end of the council, he says ‘And so, we shall go to war’ in a really high pitched squeaky voice?
perhaps, but could you not argue that by never expressing ones self in word and deed other then to allow another to do all he has done is to sit, a puppet upon the strings of the more sinister forces of the council…. like a king who has no real power except trough his lords who of course out of reverence decidedly speak for him.
I can only imagine how long this plan to usurp the power from him has been laying on the table. The poor guy just had to make one mistake, one sign of weakness and seeing as all the other human representatives seem to have known about it… I think he had it coming for a long long time.

It’s most likely not the ‘Navy’ that has the seat but House Annunziata. Annunziata just happens to hold the rank (probably bought – being head of a major House an all) of Admiral. In order to replace ‘him’ and get someone new in the ‘seat’ you’d have to replace him as head of his House.
A Navy in a land-locked war … hmm … it depends, it could be used to land troops somewhere else and take the enemy by the rear or flank. It could be used to go up rivers. But well … it is somehow limited in use. Pretty much like infantry in naval warfare or submarine warfare.
I’m thinking that Annunziata should have figured out a way for the navy to actually contribute to a landlocked war. Naval sailors are still soldiers, after all. And it’s possible that (though currently unknown if) the navy can ferry troops and resources around.
More to the point, where was he when the Savage Races unleashed their krakken? What has he been doing with all the resources provided him?
He’s racist to the point of not doing anything to even save his country or even himself. That’s beyond despicable.
Take into account that this is not a modern navy. We never had the chance to see what are those ships equipped with. For all we know their standard vessel has nothing else but arrows, catapults and ballistas. We do not know whether the good ol’ admiral actually tried to speak with the Gnomes about building more advanced ship types. For all we know the Admiral might had been building outdated sloops. Either way, maybe the Navy will finally be put to good use.
To be fair it’s not the admiral’s fault the war happens to be landlocked and krakens travel underwater all the way up until needing to surface and there was like 0 warning before that attack. Not to mention that krakens, contrary to popular belief, don’t just attack cities for no reason in some godzilla-like manner. They may be big but they’re just sea creatures primarily concerned with feeding and mating none of which requires venturing into “shallow waters”. What I’m saying is there was no reason, until that incident, to take precautions against a kraken attack.

Maybe, but then you have to consider that the Navy wasn’t there at all, so even if the docks were attacked through non-kraken methods, not being there to prevent such attacks is still rather slack, especially at a time of war.
Not being prepared for a Kraken attack is one thing. Not being prepared for any kind of sea-based attack on potential high risk targets is just slack.
This is my perspective. Especially when your nation is in a landlocked war, you have plenty of time and men to maintain port security in case the enemy does something sneaky. I can understand not having men on duty, but there should have been an on call force of sailors that could have responded to a threat.

Since going overland, through a large town to get to it’s port seems a little far fetched, they most likely smuggle themselves in via ship. Being the capital, one would assume the Navy’s HQ would be located /at that particular dock/. One could also assume a detachment of marines assigned to defend said HQ. The dock incident showed no security whatsoever IIRC. I think this is what Iwatani is getting at.
TL;DR: Yeah, accusing the Admiral of not preventing the attack is a bit disingenuous. That being said, port security is well within the Admiral’s wheelhouse. ( … boathouse?)
I know Ardaic basically just intervened after it was clear Embraisch’Nj was just being irritatingly insulting to everyone, but it does warm my heart to see him pulling the elf off of Syr’nj. We all know Ardaic’s lawful stance killed Mama Bear and there’s gonna be some ho-down over that later; but at the same time I maybe just a little like him. Obviously this scene has some narrative merit, showing off the council and setting the stage for a plot that includes them. We know Iwatani is a bad apple; but he’s lawful enough to hate the Admiral without demonstrating the council has ’embraced’ Syr’nj. We also see more of the Guildmaster and like him more; and Jarvis gets introduced as something of a wildcard.
The previous strip also seems to make it clear that Embraisch’Nj and Syr’Nj are related, since he says “the ‘Nj family” and then “We” shortly after one another. That seems to separate the statement from “we wood elves”, and if the ‘Nj family was another entity he’d say “they”. They can’t be very closely related, though.

‘Nj is probably a clan, so it’s likely very far reaching. It’s vaguely possible that it’s also a “strain” of wood elves, with the idea that there are various types of wood elves that resemble different varieties of trees, but I don’t think there’s any actual support for such an idea.

Annunziata, yes, but aside from Miyamoto’s initial undiplomatic reaction to Syr (which he quickly dialed back) and Pardo’s slightly too obvious glad-handing, there’s been no indication that Heads are anything but adept at their internal politics.
I’d clap for the council if I didn’t think that a lot of them planned this to get on her good side and get ride of someone they knew wouldn’t be able to keep much control in certain situations…

Caneghem’s presence at the beginning of this plot seems somewhat odd to me. I hope we see more from him by the end of the chapter, but I’m also wondering . . . is it possible that he’s used enchantment on the Admiral? Maybe just ‘nudged’ him closer to a foolish plan? Or even to his outburst there? I can’t imagine his role has been passive this entire time, and it seems like the right timing for us to see him being up to something.

Clever. He consolidates power with ease, gets rid of bigot who would let personal intolerance blind him from seeing the true value of allies (even if only as pawns), strengthens the trust of those allies in a war that relies on keeping the races working together even though the war seems for mainly for Gastonia’s survival, keeps the number of votes in the council the same as they had been before the Guild of Adventurers added another, and even managed to win sympathy from the reading audience.
Masterfully played.
Not sure how I feel about this. Politicking this good out of left field makes me nervous however. I hope Syr’nj has the wisdom to dig for more information before the Houses grant more power to Grand Marshall Jarvis.

He consolidates power with ease, gets rid of bigot who would let personal intolerance blind him from seeing the true value of allies (even if only as pawns), strengthens the trust of those allies in a war that relies on keeping the races working together even though the war seems for mainly for Gastonia’s survival, keeps the number of votes in the council the same as they had been before the Guild of Adventurers added another, and even managed to win sympathy from the reading audience.
