Yeah, it does seem a bit… confusing. But if we all just pretend that it was Ardaic and not Syr’nj who said that first word balloon in the first panel, then everything makes sense again. So let’s just pretend that.
It does look a bit better if Ardaic has the first line, you’re right. I know when I do speech balloons, I tend to lay out all the text before I draw the bubbles… I stuff up the tails quite a lot…
That there, that is character development making the story more compelling, RIGHT there. Suddenly I find myself looking speculatively at the stenographer…hmmmm
Reading between the lines of his other advice: maintain a full-time presence in the Council, or they’ll be *nobody* watching your interests (or your back). And that includes watching out for the Wood Elves now living in the capital.

The hover text makes me wonder if the house of houses is unaccustomed to having their every word and proceedings recorded in such fashion… perhaps some feathers are rustled specifically at the presence of the lady stenographer?
Entirely probable. Why would a politician like having every fake promise and back-handed compliment and all of those slimy political deal exchanges recorded for future reference? They probably feel like they’re on trial.
So what is he saying? That she should have delegated her house spot to another wood elf noble that’s less upsetting and more in line with the current politics so she can go back to leading the wood elves and the Peace-makers and stay out of their hair? I would make a totally crappy politician…I either over-think it, read too much between the lines, or just don’t pick up the subtle hints. I also believe in fairness, so there ya go.

It seems that he’s suggesting that she needs more support staff to delegate to, in addition to the stenographer. He’s making the observation that she is woefully underprepared for the Gastonian bureaucracy.
I actually enjoy reading through comics at their update rate, or in 3-5 page bursts, more than overdosing on the archives over a night or two. You really get to take in the art, the dialogue, the page. And the comments, oh man. GA especially has some fine-ass peoples around when it comes to the comments section. Welcome and enjoy along.

There is no error. Syr’Nj is making a (correct) assumption about what Ardaic is going to bring up.
