The only way to have a large monster make a grand entrance is to rise from the sea, and Las Vegas is too far inland for that to be feasible. Thus why New York, Tokyo and LA keep getting trashed.
I suppose you could have one grow out of a secret labratory, but somehow I doubt there are many cloning facilities buried beneath casinos.
