Not quite right, sadly. Arkerra is not one big videogame, rather Arkerra Online is a videogame that interfaces with a world that exists independent, going by what we currently know. And PCs are fully realized entities sans player.

In addition to Fiaryn’s point, Rana isn’t necessarily a PC within the game. We know at least one of the secondary characters is an NPC – Fr’Nj is specifically referred to as such by Scipio’s player. We don’t even know for sure if the Rebellion is a playable faction (though with the WoW similarities, we should probably assume so). We’ve certainly never gotten a look at any of their players if they are.
And one of the “ask a character” questions was about the ratio of World’s Rebellion players to Gastonian Alliance players.
Whether avians are a playable race is less certain, but I’d say probably, with the “unbalancing flight” issue being dealt with the way EverQuest 2 handles it (avian novice adventurers learn to fly better as they gain levels, such that it goes through being a ground-level glide the same speed as whatever mount the character’s level qualifies them for, and only becomes true flight at the level everyone gets access to flying mounts).
