Well, as we learned in Les Miz, when you yell at little people to get their butts off the barricades, that only inspires them to stay put. The only solution is to shoot them all, and then maybe evacuate a survivor or two out the sewer system.

What have you seen that makes you think he’s on the verge of quitting?
He announced it was going to have 5 to 8 more books, each being about a year…but back in 2012. I shall search for a more recent announcement of it, but now for the delicious sauce!
And after more searching I found a 2015 interview that doubles down on it. BUT! He also included it pulling a grand sort of reset and going all time skip forward so they can start fresh with a new group and new stories.

Somone who expects the savages to murder everyone they can reach may think the civis have better odds with bombardment than with the enemy. The idea of this being done by someone cursing the “necessity” of it just adds a new angle of horror to it.
To a degree, I actually expect Jarvis (perhaps even Taro), think the savages are going to just murder everyone anyways. So I can certainly see why Jarvis may not have thought twice about Taro’s directions.
Taro however, strikes me as the type of guy who would have fired on his own lines had the enemy brought only flowers & peace signs and showed no inclination to fight whatsoever.

That would explain all that talk about invisible hands that fix everything, yet things often get worse when trusting for that to happen.
