An experiment of that magnitude would have to have legally covered the “Oops, they died,” scenario. There’s no way Hurricane’s legal department would have let such an experiment take place if there wasn’t. Hurricane would take a PR hit in the event of deaths, but wouldn’t necessarily be facing murder trials or whatever.
Essentially, Hurricane is acting more guilty than they legally should be. I think Shanna has noticed that and is wondering what else is going on.
I’m pretty sure that’s her working theory, since she accused Hurricane of multiple killings when she confronted Carol. (Or else that the experiment is a coverup for the killings.) IIRC that was immediately after the first actual killing, but it’s been long enough I’m no longer 100% on the timeline.

The event was well publicized, who was taking part in it, how long it would take, or when any of the results would be released to the “gaming public” were not.
