This is rapidly becoming a mess of biblical proportions, or something out of Abbot and Costello. This ain’t no slumber party, but someone is going to get beautified.

I think “You aren’t of the Sisterhood! You can’t judge us!” was directed at Scipio. Tamara said that Rosita was “among us,” so Tamara, at least, was including herself in the group.
Yes; the two comments were separate. There’s the observation that Tamara seems genuinely taken aback by the implication (in contrast with Hestia who knows perfectly well what happened with Rosita), and there’s the separate consideration of what happened to Rosita in comparison with what’s said to Scipio.
Hestia claims that only someone in the Sisterhood has the right to judge her actions, but it doesn’t look like she actually accepts judgement from others in the Sisterhood.
Tamara may be counted within the Sisterhood, but that doesn’t necessarily mean that the other two shared with her everything about what happened (and what’s happening out of her sight–the bruises and broken bones she can’t know about unless someone mentions them in her hearing, for instance). Look carefully at the difference between their expressions in the second-to-last panel. Alarmed bewilderment/concern versus naked hostility. (And Rachel’s uncertainty, which turns into alarm beginning-to-dawn-horror following Hestia’s words.)
Yeah, Tammy may still be in the Sisterhood (which raises the question: what was she doing with Fightopians? Infiltration? Or maybe she was ‘brought back into the fold’ after Fightopia was disbanded {almost as quick as it was founded}), but she is certainly not one of the new Inner Circle
But, will admit to being wrong if that is the case (her having a different outfit could be either being one of the Inner Circle {like the ‘named’ Cobra} or she’s lower than a Noviate)
On the question of what she was doing with the Fightopians, if I recall correctly, the five girls swore a blood oath to find their own way in the world and to reunite when they found a place of sanctuary for all of them. Sort of like how Rachel was adventuring with Scipio and E-merl. My guess is that Tamara just recently got in contact and made her way here. Though…it still doesn’t explain why she vanished after the Fightopian brawl….
